Eligibility for the Disability Access Fund:
Children will be eligible for the Disability Access Fund (DAF) if they attend an early years provider, and meet the following criteria:

  • the child is in receipt of child disability living allowance and
  • the child receives free early education for three and four year olds

Children do not have to take up the full 570 hours of free early education they are entitled to in a year, in order for a provider to claim DAF funding.  In cases where a child who lives in one local authority area attends a provider in a different local authority area, the provider's local authority is responsible for funding DAF for the child and checking eligibility.

Providers will need to check that the child is in receipt of disability living allowance (DLA), and will need to provide evidence of this.   As soon as a provider is certain that an eligible child will be attending the provision, they can make a claim for DAF funding.  A provider can claim before the child has started at the provision.  Once a claim is received payment will be made as soon as possible after eligibility is confirmed.  To gain maximum benefit of this funding and to ensure payment is made within the funding period, providers need to claim no later than a week after funding return submission for the payment to be made in that funding period.
